Carbon emissions per capita vs quality of governance, from the Annual Review of Political Science (2009 – Quality of Government: What You Get)

Never mind the weak positive correlation between good governance and carbon emissions, which is spurious – actually the product of the relationship between governance and economic development, and economic development and GHG emissions. What I want to know is how on Earth did Qatar manage to get their emissions so high? Right now I’m picturing a country part carpeted in huge air-conditioned shopping malls crisscrossed with freeways clogged with Hummers.
